There are two different bills in play in the Senate that would extend the eligibility cut-off dates for certain federal unemployment benefits: HR 5618 and HR 4213.
HR 5618 -- which I reported on in a previous post above -- is the stand-alone bill that passed by the House before the recess. At this stage it would require only a simple majority to pass the Senate -- provided Reid does not call for cloture on the bill and the Senate does not amend the bill.
HR 4213 -- the last of the Tax Extenders bill that has been kicking around Congress for many months -- includes more programs than just federal unemployment benefits. At this stage, this bill does require 60 votes to be passed. It is this bill (HR 4213) that Reid has said he will not move on until the late Senator Robert Byrd's seat is filled and the Democrats have the final vote they need for passage.
The eligibility cut-off date for the $25 weekly FAC payment has expired -- but the program continues for those who had qualified beforehand.
If you filed a claim for regular unemployment benefits on or before May 23, 2010, you are still eligible to continue to collect the $25 weekly FAC payment through April 2011 (or until your last unemployment payment, whichever comes first).
Interesting, thanks diorgirl, maybe there'll be movement this week after all. If losing the $25 keeps this going I think we can live with that (though as you said it would only apply to NEW claimants).
I wonder whose arm they twisted to get that last vote? I'm guessing Scott Brown, but maybe they actually "bribed" Nelson.....oh wait maybe it's HR5618 and as you said dior, maybe there's a way to pass that one with a simple majority. If Reid is smart he'd get HR5618 going and end it.

So if HR5618 passes does the extension simply get taken out of 4213?
Yes -- the eligibility extensions for federal unemployment benefits are contained in an amendment attached to HR 4213. That amendment would simply be dropped if the extensions are passed separately in HR 5618.
You may recall that the "doc fix" program (Medicare payments) was an amendment to HR 4213. When it was passed as a stand alone bill, that amendment was simply dropped from HR 4213.

So if it is true that democrats likely have the votes necessary--then we could expect no amendments and no cloture.
I still find it hard to believe it would/will be this simple.....why did the news talk all about how we need 60 votes and have to wait for Byrd's replacement, etc. then? But I don't believe they'd be talking about it now if they didn't have the votes either......so let's cross our fingers......
