Not exactly news -- there has never been any legislation proposed or drafted that ever provided additional weeks to the EUC Tiers or a Tier V. Just lots of unsubstantiated chatter on the internet about such possibilities.
The last time Congress considered legislation that would expand the EUC Tiers program was in late 2009, when they enacted Tiers III and IV.
As tough and bad as it sounds, I dont think we are going to see any new Tiers added. The only way I see it working is if come late summer the unemployment rate crests over 10%. There is a good chance that it will once all the census jobs are done. The unemployment rate estimate for June is that it grew to 9.8-9.9%. We will see on friday.

"Michigan's Sen. Debbie Stabenow has introduced "S.3520 - Unemployment Insurance Extension Act of 2010." The bill extends the filing deadline for extended unemployment benefits, including the extra $25 per month from the stimulus bill, from June 2, 2010 to December 31, 2010.
The bill is co-sponsored by fellow Democrats Sen. Sherrod Brown [D, OH], Sen. Al Franken [D, MN], Sen. Jeff Merkley [D, OR] and Sen. Sheldon Whitehouse [D, RI].
But the bill does not create a create a new fifth tier of benefits, which would help the million-plus Americans who have already exhausted their unemployment benefits. It would only allow eligible individuals who exhaust their current benefit tiers to enter into the next of the four tiers that expired on June 2nd."

Traditionally, it has been the House that has put together all the bills that provided the temporary extensions -- when the legislation that provided longer term extensions reached a roadblock. So historically, that is the greatest likelihood.
