IF there is no filibustering or amendments I would imagine technically they could just vote on the bill. But there will be amendments and filibusters so while it could technically pass without cloture that probably wouldn't be for another year or so until they stop filibustering and just give up and let the vote take place.

so what's the update, if my EB runs in a few weeks, will I be able to file for an extension or not?

Please rephrase your question with more info as it's not entirely clear what you're asking.

Considering NY unemployment rate is high, that means it would trigger to pay (EB) again when and if the bill passes and funds (EB) again and extends the dates to November, right?

NO, NYS does NOT offer state EB at this time to ANY claimant who did not file their original claim before the cutoff date in Nov 2008 when NYS decided to NOT continue with the EB program.

I don't know how many times in how many different ways you can expect people to give you the SAME answer. The situation will NOT change, not matter HOW many times you ask.

Ok, however, I collect NJ unemployment and live in NY, and my original date of claim is October 2007. So wouldn't I be entitled to collect my remaining balance since I filed that long ago? Thanks.

You would have to speak to NJ and/or NY to confirm that you fall under NYS guidelines for EB.
