It has been reported the missile that hit the apartment building was a KH-22 anti-ship type. It flies high and fast, and has been updated in the past years. This is not the first time KH-22 has been used. They cost about $1M each.
During WW2 Germans had a well designed tank, Tiger, it had a few success stories fighting Russian T-34 but that fact did not change outcome of the war. Just history.
