Is there any facts to prove the reid claim or is it just a rumor?

It's a rumor that isn't supported by any real hard evidence.

It's kind of a win-win situation for him. For us? Not so much.
He's running out of time, it's time for both parties to stop playing politics and work for the good of the very people who elected them. Bad as it is now, imagine if they don't get this done before the next "recess", so that by the time they return in September (again for just a little over a month and in probably even more of a "I gotta find a BS way to get elected" mood) virtually everyone past their initial 26 weeks will have had it cutoff. If I'm not mistaken, with Byrd's replacement he has exactly 60 votes for the standalone, so I doubt he would ever have that for a "package".
