Thanks for everyone's help, especially JDLJR! Sorry he's gone
This is my first post, but I've been reading all, but haven't run across this particular question.
My first tier ended last week and today I got an odd ball amount of only $67. This does add up to 80% of my original claim, but I wasn't expecting to not get the full amount.. I suppose I assumed the 2nd tier would kick in or something (ok don't know what I was thinking). So I was wondering if this meant I would not qualify for the 2nd tier? Or perhaps it is today's computer mess up.
I was hoping that someone else had had this happen to them and it is completely normal. I started out at 24 weeks on 4/26/09 if that helps.

That is odd, but I recall it happening to me during my 1st benefit year. Did you report working & earning any amount of $$ in a prior week? This would result in getting a payment for an odd amount, as you reached the end of benefits....I would think. Darn I miss jdljr!

Yes, I was in the exact same boat, with almost the same dates. I, too, was initially told my benefits were exhausted. I'll spare you all the different convoluted twists & turns I went through, but jdljr, a claim rep that was the foundation of this thread, was able to help me. You need to make sure the rep you speak to UNDERSTANDS that you know you are not eligible for benefits for your NEW year, but you are requesting Tier 3 be pulled forward from your OLD year.

It sounds like you are a classic pull forward. In other words, you should be eligible for Tier 3 & Tier 4 benefits under your OLD claim year. They need to do a transaction to get Tier 3 to kick in. Having said that, I have read since, that they suspended pull forwards while they worked on prgramming for Tier 4, so I do not know if that is still the case but you need to get a competent rep to LISTEN to you, and understand that you are eligible for Tier 3 & perform the transaction for you. Tier 3 should be 50% of your original benefit. Mine was 18 weeks, so my Tier 3 SHOULD have been for 9 weeks, but when I certified yesterday, I got a message saying I had 2 weeks or less of benefits remaining and it's only been 4 weeks so I am facing yet another confusing situation. I have been hearing that recent programming messed up something in the ESC computer system, do I'm dreading trying to get it straightened out. Also, you should know that after you get Tier 3 benefits, you should get the week 14 of of Tier 2 which is not going to be a full week of benefits--it's 4% of your max amt. It is confusing that you must exhaust Tier 3 before getting the 14th week of Tier 2 but that is how they have it programmed. Good luck...let us know how it goes.

Oh yes--be prepared to get an onslaught of letters that make no sense. I keep getting letters saying I qualify for tier 2 instead of tier 3. I still don;t understand the letters but I get one about every other day stating something different.

This is an amazing thread and I certainly appreciate everyone's insight.

Probably an easy one for one of you pros...I started my benefits in July 09 and have exhausted my first 26 weeks...I am about 10 weeks into my tier one benefits and those will not be exhausted until late May. As I understand it, unless my tier 1 benefits were totally exhausted prior to February 27, 2010, I am not eligible for the next tier of benefits. Accordingly once I exhaust my tier one benefits I am done, correct?

I live in the Asheville area, but was able to watch the WRAL-TV broadcast from Raleigh on the internet in real time, both at 5 PM and at 6 PM. You can go to www.WRAL.com and maybe the written story will still on the homepage. As someone earlier said, it was not very informative.

At the very end, the head honcho of the NCESC said very clearly that they are "working on rolling out Tier 4 on March 17."

Now *that's* informative! And such a shame that it takes a journalist to get information that should come directly to us from the NCESC.

I've been reading every post on this forum for about 5 months, but this is my first post. JDLJR, wherever you are, you have my unending gratitude for helping me keep my sanity through this long winter. I pray that you consider coming back to us. We miss you sincerely.

I Agree the information on WRAL was not to informative,other then the tier IV stuff.I stated alot of information but it was edited out and I am sure Stephanie said things that were edited also,one good thing from this media coverage is that the NCESC is aware of these problems and hopefully they will react quickly to resolve them.I know that govt institutions hate to have the media breathing down there throats,and I know Bruce will stay on top of the issues at hand.This was the second interview Bruce did with me,the last time was with the tier 3 situation back in DEC.Thanks and Good Luck to you all.

PS.Anyone with claims issues try this number,919-707-1290,they are supposed to be claims specialist and might be able to resolve any issues you might be haveing.

Well I'm definately NOT a pro(ha!)
However I think I can give you an correct explanation concerning the Feb 27th phase out date
It was extended, after the senate decided to wait til the last minute(actually 2 days past) to pass a 30 temp. extension.
Therefore making the new date now April 4th. Supposedly their working on getting the new date to include all of 2010, so that would be great!

I think you shouldn't stress just yet about your tier expiring in May. Hopefully you'll be ok, with a possible new phase out date at the end of the year and you can move into your next tiers with ease... unlike the mess that many are going through right now.
