This is a great thread. I haven't seen either of these mentioned:
1. Baltimore.
I went shortly after they had opened their new baseball stadium. All the rage was that the the stadium had revitalized the city with new businesses, convention centers, et al....
WRONG. The street right next to the stadium was nice, walk 2 blocks away and it was a truly scary dilipated ghetto. One of the few times in my life that I didn't feel safe.
2. Niagra Falls.
Absolutely nothing to do except to go a hotel, go out to dinner (and the restaurants weren't great for the record), and go to the falls (which I found very boring and overrated).
edit to add- orlando and st. petersburg, fl weren't my favorite, either.

I'll second Memphis. Most disappointing city in America. I had high hopes for it, but it was run-down, seemingly deserted, and Beale street was a tourist trap.
Within Asia Colombo and Saigon come to mind. The former was just dull and small.

Bangkok is okay, but it's not a particularly memorable or charming place for me. I prefer the vibe in Singapore or KL. It's like an Asian cross between LA and New York.
I am originally from the London area, and lived there for 10 years - I have to agree that it is over-rated - the Theatre scene is wonderful, the sights are familiar through media coverage but the City Centre and Tourist areas are exorbitantly expensive and soulless - most locals can't afford to go there, and stay in their own neighbourhoods -the smaller cities often have just as much going on, tend to be a lot friendlier and certainly a lot less expensive
I haven't traveled a lot but from my limited experience...
Seoul-I really disliked the food and most of the sight-seeing wasn't all that impressive imo.
Hong Kong-Frankly speaking,there's nothing in Hong Kong that I can't have in Taiwan except for loud people shouting in Cantonese,more foreigners,larger business quarter,even more suffocating density,endless shopping,and higher cost.None of those sounds particularly attracting to me tbqh.
I know I said I'd be willing to live in New York in another thread, but I would not go out my way to go back there. My experience that it was cold and dirty. Trash everywhere. And grey and sterile. I wouldn't turn it down, but won't go out of my way to return.
edit: I missed the part about not maing a city in your own country, but I don't currently reside in the USA so do I get a pass? There is no city outside the USA I wouldn't return to. I take that back. Ramadi, Fallujah, Al Taqaadum, and Al Asad. All cities in Iraq in which I resided.
London. The people were rude, the food was bad, and it smelled. It was dirty and lacked the charm I assumed it would have. I am not supposed to talk about a city in my country, but if I could, New York. Who wants to feel like a rat in a maze and not be able to see the sky in parts? Not me!

A complete polar opposite to my experience of London. Fancy that.
And to the other user above central London "soulless"? Really?
Denver - flat and brown with little vegetation, you can see the brown mountains in the distance, oh and the traffic is horrible
Chicago - litter on highways from O'hare to downtown, very little landscaping until you get downtown, many homeless downtown, sketchy within 2 blocks of art museum, art and science museum were nice, ferris wheel was okay, Sear's tower view was good, went to a decent Blues club, but I left thinking "Is this all there is to Chicago?" And this was during St. Patty's day when it is supposed to be lively there...
