Well for a thunderstorm to form you need the air to rise and cool to create the clouds (the air rises because it is warm and so light), the air/cloud will stop rising when it is in equilibrium temperature with the surrounding air.

A cap is when there is an area of warm air above cooler air, when the air rises and cools it reaches the equilibrium quicker than normal preventing the formation of the towering cumulonimbus clouds. (Well thats what it seems to be).
