It's not about making English our official language on the federal level (even though it should be) as that still would not make it against the law to speak another language. Many states including Calif. have made English their official language but I hear more Spanish being spoken than English out in public here.

Americans overwhelmingly speak English. If Californians want a large minority of people living in their state who don't speak English, it is OK with me.

I just don't know why it bothers anyone what they speak? The Canadians come 6 mo out the year with their French !!
DH was at the baseball game Friday. Seated next to him were 4 grown men. As usual at an Astros game, they engaged in conversation. DH asked where they were from and how long they had been here. India, 5-10 years. They spoke perfect English to him.. To each other, their native language. Bet they go to work every day. Just like my English speaking neighbors.
My across the street neighbor for 20 years was from France. Her father managed hotels, so they lived in Egypt. When the 6 day war happened, they left for Brazil with the clothes on their backs. She spoke Yiddish, Hebrew, French, a little Farsi, Portuguese Spanish and English. Simultaneously. I knocked on her door while she was on the phone with her sister in Israel, they were speaking French, she talked to me in English while yelling at the yardman in Spanish about a problem with a plant. I thought it was remarkable that she was speaking 3 languages at once.
So what? All sorts of people have settled in Cali - Chinese, Vietnamese, Koreans, and Hispanics of various backgrounds, etc. If they want to speak something other than English at home, we do have freedom of speech in case you've forgotten.
My Mom was Swiss and we spoke Sweitzer Deutsch at home. Does that make me and my Mom eligible for deportation by ICE? Are we "low life ethnic Germans" who should be under FBI surveillance at all times? My Mom was actually fluent in four different languages and somehow still managed to get her US citizenship and vote republican to the end of her days. Most foreign language speakers are as much a threat to the country as my Mom was.
I also notice that your link has the red state of Texas as coming in second to California with 35 % of their residents speaking a language other than English at home.
