Out of these cities listed; Newark, Buffalo, Bridgeport, Mount Vernon and Syracuse actually grew in terms of black population from 2010-2020. Out of these cities, only Bridgeport and Syracuse increased their percentage among the city population.
In terms of the bolded words/line, besides some cities in New England, some cities in the Interior Northeast are also gaining in terms of black population. Here is some interesting information from 1980-2010 of cities that have and still are in that portion of the Northeast.
There are others as well. I think this counts alone and in combo non Hispanic at the time, by the way. You’ll notice that some had small populations, but others had above averages in 1980.
Out of this list, not including those mentioned in the list above, here are the cities that show a growth in black population using the same source above...
I think for Harrisburg, it does have some suburbs with a substantial black middle class presence and the city has one of the highest percentages in the Northeast.
Probably someone who preferred small-sized cities and liked it's proximity to Baltimore and Philadelphia. If that was their line of thought though, I'd personally rather live in Wilmington.

You're likely right, but I think it would be interesting to see what zip codes would make it. I may attempt to do this based on their criteria, with an adjustment for cost of living. Their criteria is at least 30% black and a median household income of at least $50k, with it going up to say at least 60-65k for the NYC area.
Out of those states, there are a couple of surprises in NY and PA that would fit that criteria outside of the major metro in both states.
I'll start with PA, but not in any order...Remember, the criteria the videos generally uses for their lists and even the previous list for middle class minimums for a household of 3.
I believe that is it for PA. The last 2 are in the Harrisburg and Pittsburgh areas.
