Which Northeast city would be best for a black middle class family? (living, cost)

Pay for teachers isn't an issue in Boston where they make like 95k per year on average. (but it is for the cape)
Boston is about 23% black teachers, identical to the city population, and just a little below the BPS student black population ~28%. However there are even more black charter school teachers in my experience, and the student populations there are also blacker.

I don't know if this could be put in culture or in education, but another aspect to possibly consider are historical sites within these cities/areas. For instance, these places are in the Syracuse MSA/CSA: https://www.nationalabolitionhalloffameandmuseum.org/
A community center on the city's South Side, which historically is where the black population was concentrated, but has dealt with some gentrification: https://sspride.org/
Income numbers are skewed down likely to the big college presence from Cornell and Ithaca College(, as 32.5% of black residents 25 and older in the county(Tompkins)/metro have at least a Bachelor's degree according to 2019 5 year census data(53.5% of the county/metro of that age range has at least a Bachelor's degree). That means that the black BA percentage is right around the national figure.
Ironically, it is in between Alex Haley Pool and Calvary Baptist Church, while also being a block from Beverly J. Martin and the Greater Ithaca Activities Center.
The city is an hour SW of Syracuse and about an hour and 45 minutes SE of Rochester.

In terms of the areas in the initial list, Harrisburg is the most affordable(4th overall in the region on the list, 21st nationally) and Wilmington would be second(15th and 54th).
In terms of other metro though, it goes Pittsburgh(1st, 10th), Rochester(5th, 22nd), Syracuse(7th, 27th) and Hartford(9th, 36th) in terms of other mid sized/larger areas in the region and having more affordable housing markets. Buffalo(10th, 38th) and Albany(11th, 40th) aren't far behind. Out of these cities, Hartford has the highest median family income(1st Q 2021: 104k) and Syracuse has the lowest median sales price(1st Q 2021: 149k).
As for other areas in the region, Binghamton, Elmira and Utica-Rome in NY; along with Scranton, Reading, Lancaster, Erie and East Stroudsburg in PA are other affordable housing markets in the region on that list. Allentown PA is also on the list, but a little bit further down. Camden NJ's metropolitan division is also higher on the list.
On a side note, does anyone know if the black owned Sheridan Broadcasting Corporation/American Urban Radio Networks are still based out of Pittsburgh? I'm only asking due to the OP's mentioning of the media industry in past threads.

^Technically.. not true. WZBR in Boston is African-American owned by Alex Langer of Langer Broadcasting. however, after 4 years, he went silent in July 2020 on 1410 AM and 98.1 FM due to financial difficulties. The Urban Heat 98.1 still broadcasts online though https://heat981fm.com/

This means that out of all of the radio markets in the Northeast, Buffalo and Philadelphia have Urban stations as their most listened to radio station, with Rochester and NYC having urban stations at #2(with the Rochester station coming in at #1 at times and WBLS as the NYC station). If you include Wilmington, Philadelphia’s WDAS is that area’s most listened to station(same for Philly). Out of all of them, Rochester’s WDKX(the initials stand for Douglass, King and (Malcolm) X), is the only black owned station and has been so since 1974.

Another thing to consider in terms of the education piece is the chance to take advantage of promise scholarship programs to help pay for college. Here are some in the region starting with cities in the initial list.
