One of the first things he did in 2009 was to attempt to close the base and he was defeated by congress, beyond the human rights issues they are spending $800K per detainee per year. There only reason for release is human rights violations, there is no reason to release relative to national security.
And last year Congress gave him approval to take control in removing the prisoners. He hasn't.

We're just waiting for Congress to work with President Obama...if the GOP doesn't mind that their representatives took an oath to govern then chose to simply refuse to work with a duly elected POTUS

Once again, Congress didn't run on a promise to close Gitmo, BO did. It appears he has all the power needed to keep his promise, yet refuses to do so without dragging Congress into the matter.

Has there been a separate funding bill for Gitmo or is its continued funding part of a much larger package that would be difficult veto?
Once again. Nothing can be done in the ds minds because rs are in control of congress and nothing is Os fault.
But everything was Bush's fault even with the ds in control then.
