If I remember correct in the House the Democrats voted for and approved a bill to transfer prisoners at Gitmo.

In the Senate is where the whole thing of closing GITMO died. So Democratic Senators do share some of the blame, but the majority of Democrats in the House and the Democratic President wanted to close GITMO that counts.

There are hardly ANY conservatives who want it closed. This remains the main obstacle.

It wasn't the house that voted on a bill, it was the house armed services committee (which consists of 34 Republicans and 28 Democrats). The bill to block funds to BUILD or RENOVATE facilities in the U.S. to hold Gitmo prisoners passed 59-2.

.

I can't find anything that says that. Going back to 2010:

Lawmakers adopted a measure to bar the use of funds in the National Defense Reauthorization Act to transfer or release terror suspects from Guantanamo. The vote was 282-131, with Democrats split.

U.S. House votes to block Guantanamo transfer | Reuters

In a blow to President Barack Obama, the U.S. House of Representatives voted on Thursday to prohibit his administration from transferring terrorism suspects from the Guantanamo Bay military prison to face prosecution in the United States.

Rogers' measure passed by a vote of 258 to 163, drawing the support of many Democrats as well as Republicans. It was added as a non-binding recommendation to a bill that funds the Homeland Security Department for the 2010 fiscal year.
