Exactly. The animals committing these violent acts are unpredictable. Murder rates in these cities fluctuate drastically, with no apparent rhyme or reason. This is the reason I don't take mayors and what not taking claim for reducing murder rates too seriously.

Well the most significant decline was in 2004 when homicides decreased by 25 %, and that is when Operation Ceasefire, the peer-oriented gang mediation program received additional funding to expand from 5 to 15 communities and from 20 to 80 Outreach Workers. So I'm thinking maybe Operation Ceasefire is actually having some success in reducing gang violence.

I just found a report online that evaluated Ceasefire Chicago.

https://www.ncjrs.gov/pdffiles1/nij/grants/227181.pdf

To quote:

"An examination of the impact of CeaseFire on shootings and killings found that violence was down by one measure or another in most of the areas that were examined in detail. Crime mapping found decreases in the size and intensity of shooting hot spots due to the program in more than half of the sites. There were significant shifts in gang homicide patterns in most of these areas due to the program, including declines in gang involvement in homicide and retaliatory killings."

So, you did not read the link in post 51...

Between 1991 and 2011...gun violence went down by over 50%.....

Read the report, you may learn something....if you cannot read, page 2 of the report has a graph....with numbers...

That you and the OP cherry picked 1 year out of many, when overall, the homicide rate dropped tremendously.....however, when the ban was lifted....it was still the same....unless you cherry pick that 1 year....

So sad that you cannot figure that out and have to be spoon fed information....
