I could see how the music angle might apply to Austin a bit more than other locales. There have been several occasions where my pre-teen daughter has actually _performed_ in a bar here in Austin. Not a toddler, so not exactly what the OP was asking about, but somewhat relevant. On those occasions we generally only stayed as long as necessary and there were definitely some conversations and behaviors going on that needed to have some discussions later that evening What was, IMHO, more interesting was the very confused and curious looks of the other patrons when _they_ saw _her_ (which I think might be where the OP is sorta going with this anyway).
So the whole music angle (at least for those bars that have live music) does add a bit a wrinkle to the questions of minors in bars (not miners in bars). So generally not what I'd consider an appropriate place, but there are definitely exceptions.
It seems to happen a lot in Austin. I'll be at a bar, hanging out with my friends on the patio, smoking cigarettes, talking about buttsex or whatever, and suddenly notice there's a kid with his parents just one table over glaring at me and my friends. I just don't get it.

I will never understand the mentality that children should be welcomed everywhere. There is such a thing as a grown-up place. Bars would be an example of that.

Well there you go. The toddlers clearly don't feel the same way (whatever way that is) you do about buttsex. So they're throwing shade. It happens.
