In medicine there are different standards. Including nearly 100% inclusion, and nearly 100% covering your ass and all bases in regards to risk factors and doing harm.
Nothing is 100%, but as close as reasonably possible.
So even the far outliers need to be considered regularly.

More grandstanding. If he really wanted to donate & help people, he would get off the soap box, & answer no or n/a. Not a hard thing to do.
Social media is where he most likely got these notions. And where he gets his daily dopamine boost. IMO a major reason why many have so much difficulty with compromise and meeting in political/ideological middle ground these days.
You can't because the men and women are interchangeable to combat that change the forms:
Are you an X Chromosome = female
Are you and XY Chromosome = male
Fill out the rest of the form appropriately.
Or just go by the tick box on their DL with photo ID.
