Nonsense. A border cop and two minutes and he will tell whether they are or are not Mexican. Hispanic accents are not difficult to place.

And that border cop can document that how? Cite the official process a border cop must complete in order to invalidate an immigrant's statement.

He loads them on the Mexican bus. No appeals that way.

And Asylum Seekers are not refugees. Don't qualify for much.

That doesn't reconcile this, which makes them INSTANTLY automatically eligible for public assistance such as SNAP, TANF, Medicaid, etc.:

This is an informal local process. The BP leads them on a bus and hauls them over the border. They periodically do it to some American who annoys them. It is not documented well because no one wants it documented well.
