For those old enough, Ebony back in the early 90's had an edition about how San Diego had a higher black male presence largely in part due to the large military presence there.

It seems to me that the best city would be...
1. The city with the most in-shape, attractive women
2. The city with the least male competition
That would not be the DMV or even ATL by these metrics. I suppose "attractive" is subjective but fitness to a significant degree is not.
LA is the only place I've been where I have met very attractive Black women in their mid 20s complain about dating. They are, imo, on average better looking than their East Coast peers, but have fewer quality options in men. Many of them could move to the DMV, Texas or NYC and easily pull an attractive man with a good job. But those guys in California are not checking for them.
Another reason Los Angeles is on top IMO. Here is the % of NH Black women between the ages of 18-29 with a Normal BMI.
California - 60%
New York - 37.7%
District of Columbia - 37.5%
Texas - 35.7%
Maryland - 34.3%
Illinois - 30.8%
Georgia - 20.7%

I think that obviously the best cities will be those with a higher raw population and/or percentage of BW; so pretty much anything between NYC and Atlanta. If a guy can't find what he's looking for in either place then the problem lies with him.

You start to realize that “thick” only means fat once they hit a certain age and their arms are the size of your thighs… And they start spending tens of thousands on surgeries to get rid of the reoccurring fat. Those “thick girls” I knew back in my late teens and 20s? Yeah, they all turned out FAT. I’ll take a physically fit black woman any day over a so-called thick one.

We know all men are not. For those who are, the United States is a land of great bounty. For men who prefer women under 150 lbs, however, California is by far the best option.
