I personally would prefer dealing with the Phoenix heat, where you can swim in the pool, and go out and about in the nice warm nights. HATE cold! It's SO depressing!
This is a really tough question here but given the fact that even by March Chicago can still see highs not even getting out of the 30s, that to me is cold that lasts too long. Chicago winters are probably a bit too long, it can be windy and you can have ice conditions. Are Phoenix summers ideal? Of course not but I would now be leaning towards saying that PHX summers are better even if they are not ideal.
As a person that grew up in Chicago and spent some weeks in Phoenix during summer months on business I would happily take the desert heat over the frozen tundra.
Chicago winter way easier. At least you can put a coat, hat, warm socks, gloves on and go outside during the day in the winter in Chicago. There is NOTHING you can do in the Phoenix heat to go outside and walk during the summer when it is 110.

Except just go out and walk and stay hydrated? The heat is dry so you don't really sweat that much, it evaporates. While I haven't spent days out in Phoenix, I've walked a lot around Vegas when it was hotter than that w/o many issues. It wasn't ideal, but not so bad. It also should be compared with Chicago's extreme cold temps. I'm not thinking 30 degrees here, more like single digits.
Chicago winters are mild....Outside of 2 years in the UP where there are real winters, I have spent the rest of my life in the Chicago area. The worst thing about them is the never ending wind which makes it feel a lot colder than it actually is. Phoenix summer versus a Minneapolis-St. Paul winter would be a better question.
FYI...I will always pick winter, regardless of where, over a Phoenix summer.
