Ive lived in the Midwest, South, and Southwest. Yes, everyone has to run a/c in summer at times, but not as much as we do in Phoenix. In Chicago we ran it only when it got hot and humid (maybe 1/3rd of the summer). In Tennessee it was on all summer long, but didn't need to be set as cold nor did it kick on as much as it does here in AZ. In Scottsdale, our a/c is set to 80-degrees in the day, and 76 at night. Our a/c bills are DOUBLE what they were anywhere else, with the temp set much higher than anywhere else to TRY and keep the costs down. THATS the difference, my friend.
Cool! I bet your heat bill here sure beats Chicago.
