i remember last year when new Orleans had more murders you said the homicide rate was lower due to gains in populations. Is it the same now or is this surge in murders clearly a higher homicide rate then last year?

Compared to what?? 2010 had the lowest numbers since comparative stats started being recorded in the early 1960s. There are certainly issues, but if you're crying "genocide" in 2011, it would have been magnitudes worse anytime in the past 50 years.....

When official U.S. census data was released last month, New Orleans had a lower than expected population of close to 344,000 so the per capita murder rate of 2010 compared to 2009 only dropped 1%, a number lower than I expected. As far as this year compared to last year, the per capita murder rate so far is 34% higher.
