My neighbor.

Forrest Edward Mars, son of the founder of the Mars Confectionary Company, owns the Diamond Cross Ranch. The postal address for that is actually in Decker, MT. But heck, when you've got 82,000 acres you can probably call whatever it touches home.

(He also claims McLean, VA as a home, but that's gotta be a secret. Everything else in McClean is.)

He was behind Wyoming water law tying it to the land , he also dis Colorado water law where water could be sold separate from the land.... his surname is common with one of todays well know Wyomingite

Jody - as I worked on this Francis Warren kept popping up, but as a water user. Then Elwood Mead's name came up...

I'm going to go with him - Elwood Mead. Ties to Colorado and Wyoming water law. A couple of references to tying water rights to land. Yes?

Oh, and apparently our current governor is named 'Mead.' Probably a well known Wyomingite...
