According to this, Melbourne averages 6.0 hrs/day across the year which is around 2,200 hours p.a.
It is certainly one of the cloudier parts of Australia and more on par with the Pacific North West part of the US.
PS Those Wikipedia stats have been incorrect for some time now. The other main centres seem more consistent with BOM's page.
2,200 hours is hardly a reason to complain about it being too cloudy.. just because it is cloudy compared to other cities in a country that is probably one of the sunniest on earth,

2200 hrs just sneaks into my "reasonable" category.
We barely average 1 hour of sunlight here in November and December and barely average 6 in July. Melbourne is not cloudy and its residents are incredibly sensitive by the looks of things.
By the way, I never notice how cloudy it is here at all, and my city averages less then 1300 hours of sun.

Simple astronomical considerations make this ridiculous. An average 28-day February in Melbourne has about 377+ hours of daylight. If every smidgen of this were available for sunshine recording (unlikely), that would still mean 328 hours is about 87% of the possible. Even Perth's midsummer months only average about 83% of the astronomical total.

I have just started working outdoors for the past few months and trust me I get burnt most days because of sunshine.
No complaints here because of cloud!!!
