Sure the UK and France provided a good part of the Eurosceptic seats, but maybe not for the same reasons. Not sure about the UKIP, but a lot of Front National voters did so because they find the successive UMP (right) and PS (left) governments to be incompetent at addressing the problems of the country - unemployment, a perceived shrinking purchasing power, the rise of insecurity, etc. To a certain extent, it's a protest vote against the "UMPS system" (a portmanteau of UMP and PS, widely used among Front National sympahizers). As a poster in the Europe forum said, European elections are often used as a referendum on the policy of the current government. In France, the same can be said about regional and, to a lesser extent, mayoral elections. The real stakes are often ignored. Something in the lines of "Vote against the UMPS" was even written as a catchphrase on the FN program. So it was more a vote against incompetent French governments than against the EU - even though there still are many people that want to exit the EU within FN voters.
Things have probably changed since then, but as of 2011, this poll found the French to be slightly more enthusiastic about the idea of the creation of a "United States of Europe". All I can smell when I walk outside is water. Humid mid 70s with some occasional spitting drizzle.
