I don't get how people from N.I can enter the greencard lottery when UK citizens can't?? N.I IS part of the UK?? Or is it because many Americans believe N.I should be part of Ireland?...

Anyway still highly unlikely to get chosen...

That's weird, did some internet seraching.

Yep, it's the latter. Northern Ireland is specifically mentioned that it should be treated as a "foreign state" for the purposes of immigration law.

No other place is treated like that. Some political group must have lobbied to get that added in. Yep. The Irish-American Reform Movement, whose main goal was to legalize illegal Irish immigrants. Based in NYC.

Reflecting the IIRM’s “all-Ireland” perspective, the transitional visa program contained a provision defining Northern Ireland as a separate state. This unique element, secured through intensive lobbying by the IIRM, enabled thousands from Northern Ireland to participate in the visa lottery who, prior to this, had been ineligible because the United States’ immigration system classified them as English.

Some Massachusetts politicians tried to give Irish immigrants special status:

By the time Congress ran a lottery to hand out 40,000 new visas to applicants from 34 countries in 1991, two Massachusetts politicians — Senator Edward M. Kennedy and then-Congressman Brian Donnelly — led the efforts to set almost half of them aside exclusively for immigrants from just one place: Ireland.
