-9F (-23C) one time when I was Western Massachusetts attending UMass Amherst. The coldest day I've ever lived through, from looking at temperature records, seems like it was January 19, 1994 here in South Jersey, where the high temperature was 1F and the low -5F (-17.2 and -20.5C, respectively).
In a state like Hawaii most of the locals consider 60F to be bone chilling cold and 50F to be so cold that it must be the end of the world. Since that state rarely sees temperatures dipping that "low".
I bet atleast 90% of the population in Hawaii would not survive spending the winter in your state of Wisconsin.
I wonder what it feels like to them. To me it feels an ok temp. Just middling.

Singapore never gets below 70 F and that's even as an overnight low...
I knew a girl from Singapore who ran to her car to get her jacket on a summer evening when it dropped into the upper 60s here.
Coldest temp I've ever out and about for any period of time is about 20 F.
Coldest temp it gets to be in my hometown is upper 20s F as overnight lows and mid 40s F as daytime highs.
I would like to experience 0 F or even -20 F someday......
I'm sure there are people who grew up in places like Singapore who've moved to places like Chicago or Toronto and went from thinking 70 F is cold, cold cold to having to be out in 0 F....
I think most people adapt....
