Actually I wouldn't know it since I didn't know the temperature when I experienced it. In Turkey, Kartalkaya at around the elevation of 2000 metres in January. It was cold but I didn't know what was the temperature. I don't think it was above -5*C. It was January. All I know is that I experienced the coldest temperature of my adult life there

What was the lowest temperature in Izmit in February 2012?
February 2012 was extremely cold in whole of Europe.

In January 2009 , we had a low of -9.7*C but I learnt it later, after our meteorological service used it as a record low for ''1950 to 2015'' climate data I don't think I experienced it. I was probably at home. I didn't feel anything extreme about the temperature.

-25c record low temperature is not so cold for Sweden.

-22°F in Pittsburgh on January 19, 1994. It was the coldest temperature ever observed in Pittsburgh, and -3°F was the coldest maximum temperature ever observed. During that time, Pittsburgh endured a record 52 consecutive hours with a temperature of 0°F or lower, from 6AM January 18 to 10AM January 20.

Istanbul has colder winters than Izmit. It would be more logical that Izmit has a colder winters, because it is located more eastern than Istanbul !?

Both Istanbul and Izmit are near sea. Oceanic Climate. So, no.
