What is wrong with the Midwest, it's always that same area along the Great Lakes that can never catch in on sustained heat. Year-after-year, regardless of ENSO state.

Oh it will be coolm, but I doubt that it will be dry. In fact the way things are going, I bet it will be the wettest summer here in a very long time. Maybe on record.

Not necessarily true. We had some sustained heat last year and in 2016. However 2013-2015 there were few hot days. Now 2012 was a different ball game all together. That summer we had scorching heat for weeks on end.
We had nearly 50 days of 90 degree heat

True but Chicago sits on the western edge and on the southern tip so we see less moderation than say Michigan or Northern Ohio or Upstate New York

Actually it was a bit wet, but nothing like this year. Also the heaviest rains this spring have been further west in the Central Plains and Iowa for example. In 2009 looks like Illinois was the center of the rains. And look at the Southeast in 2009. Lots of rain in the spring, dried out during the summer.
It's been mostly cloudy and often wet for the last few weeks in Dallas. We're finally gonna get some truly sunny weather this weekend! Which means temps in the mid 90s
