You would expect those temperatures to have clear skies at this time of year
I wouldn't; sun is rather at high latitudes in winter. Advection (air moving from further south) is what creates winter warmth; and at least here winter warmth can have clouds from being at the edge of clashing airmasses or just maritime tropical air. Though even weak sun will heat things by a few degrees so record warmth usually under clear skies
10°C in Broom but only 2°C in Salford Priors. A range of 8°C over less than 2 miles! Also 10°C in Broom and only 3.5°C here in North Bidford, and its only a 10 minute walk away!
