I think this is the behind the door solution to "amnesty".

This "surge" has been going on since 2009.
But it didn't become a crisis until June when Border Patrol was told to detain rather than release.
The estimates, planning and budget was in place for this last year.

Grants have been in place for UAC since 2010 and renewed every year by HHS.
HHS is now taking applications for grants for 2015 for group residential home centers.

All in the budget, all approved by Congress and signed by the President.

Oh yes..the tail is wagging the dog here but not by one party.

Obama declares them all refugees.
He won't be impeached for that.
Congress throws their hands up.."oh well".
Neither party is loved/hated by the people for bills that were not passed.

Obama is not up for reelection so he can take the heat from any fallout.
And Congress critters can campaign and not worry about this contentious issue any more.

It all falls a little too neatly in place.
You mean the surge of minors?

The tidal wave of illegal immigration began in the 80's and peaked in 2007, consistent with the demand for cheap labor to feed the housing bubble.

Enforcing the laws might even pay for themselves. There are some pretty hefty fines for hiring illegals. Not to mention the property the government could confiscate and re-sell.

What do you think they could get for a large landscape business?
