That's very true. Especially when you are fighting in the country where the terrorists (maybe not the best term here) are part of the indigenous people. But we never learn. These kinds of wars have a 99% failure rate. There are three examples from recent history we should have learned from and didn't. The Japanese in China, Vietnam and the Russians in Afghanistan. In all of history there are hundreds of examples of interdiction failures, many are taught to the military but it appears that no one pays any attention.
