I know condos/co-op’s can be decently efficient, especially interior units, but there ain’t no way in hell the electric bill is 90 bucks on LI, that’s just like the delivery/supply charges and other fees alone right there, if never even turned on a light and unplugged the fridge. Maybe the budget plan bill?
I was in charge of property maintenance at a very large development on LI for many years, and the residents would go nuclear over their electric bills in the winter, like 4-500 a month, and that was years and years ago.
So maybe it is a cave?

My winter electric bill in a 3100 sq ft home with 4 people is $80-90. This month was I think $65 used 280ish kw/h since I have no heat or AC running (forced air costs a few bucks for the fans). when everything is new things are efficient. The base charge is like $14-15 for a month. Outside of fridge and dryer nothing is a big draw. New tv’s dishwashers, washing machines use almost no electricity. If you have a electric stove that’s a big one.

Do you have spray foam insulation?

Entire home including garage walls and ceiling, sill plates are open cell foam. Pipes in the wall or any hole is closed cell. Only thing not foamed is basement ceiling that has batts.

Yea, it's changed quite a bit as a lot of the Japanese brands especially have brought multi-stage heat pumps over the last few years which has been used in East Asia for a while now. My friend and their parents in coastal Maine both have them installed recently (theirs last year, their parents a few years back) and they swear by them. The thing is the person really needs to know which heat pumps are and are not built for sub-zero temperatures. The (air-source) ones built for cold weather still perform pretty efficiently down to -20F and provide some heating even past that. The ground source ones can do a lot better, but they're far more involved installations so I doubt anyone wanting to make a switch would conceivably be able to a ground source heat pump for this winter season.

It depends a lot on your situation, but supposedly outside of already having a new-ish natural gas system, heat pumps are likely to be more cost-effective especially compared to heating oil. However, outside of financing, you need to first have saved up enough for the capital costs of installing it. Solar panels supposedly can help with the ROI, but then you need to factor the ROI of the solar panels as well.

COD is hitting $5 today and I got a mailer today from Slomins for $3.999 contract price, I bet they mailed it like 2 weeks ago.
Their website is currently giving me 4.499.
I have probably 100 gallons or so in my tank, I am not sure what to do.

Lol get your tank topped off at the lowest price you can right now!
Check the fine print on the mailer. If there is no obvious out clause and that is the lowest price you can find, hold them to it and lock it in. Looks like the prices are only gonna go higher from this point on.

Fine print indicates price expired even before I received it. Probably just to get people to call in.
