So how do leaders make developments go vertical? You can't force developers to do something when they can't work out the financing?

The same way Fort Worth has established height restriction for whatever reason in certain areas of the core example panther island. The city could establish minimum height requirements in the core. To be quite honest with you could split that building in half and throw one half on top of the other and you would be looking at a 10 story building instead of 5 story.

It's not always leadership and it has nothing to do with height restrictions (there are none in downtown)... sometimes it's just economic reasons.

Much as I hate it, sometimes you just can't build tall. Even Dallas and Houston have that issue. There are plenty of "unbuilts" on the drawing board for those cities.
