White people just got to D.C. a few years ago from all over the country. There is no white D.C. accent because white people didn't live here for the past 50 years. This is chocolate city. That's like going to Boise Idaho and saying "what is the black accent?" You won't find one. Remember, D.C. is a black city and Philly is a white city. You can't really compare them pound for pound. D.C. used to be 80% black.
