When a tank is decommissioned and had a insurance policy covering at the time only years later to have the to have it removed and the old policy which is no longer in effect pay for the remediation?????

It really makes a person wonder, how do illiterate parents teach their children illiteracy? The sense in the sentence above appears to be elusively hidden, a tantalizing hint that meaning may exist if only one is clever enough to discover it. It implies that there is some illiterate meaning hidden in it somewhere. Perhaps illiteracy is a skill that we are too literate to have discovered!

Likely a gasoline or fuel tank of some kind, probably in a commercial enterprise - a farm or ranch, or someplace that kept a tank of fuel ready to top off vehicles. The insurance was probably against failure of the tank & contamination of the soil - a common problem in old garages that typically have buried fuel tanks.

Yah, state & local government often require such insurance for new buried fuel tanks - & double-wall tanks &/or liners of some kind to enclose the tanks - against leaks, rust, etc. The remediation is usually to drain & remove the tank, cart away any fuel-drenched soil, check for possible need to dig out more soil & trace the plume of fuel. The insurance, I would think, would be good only for a specified term - all metal fuel tanks eventually fail. & depending on the size of the tank, the nature of the fuel, & whether the water table is near the topsoil surface level, it can be an expensive operation to remediate. & the remediating contractor(s) have to be licensed, the waste has to go to landfill rated for volatiles, etc.
