And at work there's a memo about people accidentally dialing 911, wasting the time of the police who respond. Near the end it says, "Please help us avoid future unnecessary 9-1-1 dispatches caused by miss-dials."

How do they know it's being done by unmarried women?

Perhaps...lures?

However, I have to wonder about the region that this person hails from, as "lewers" would be pronounced very differently from "lures" in my neck of the woods.
