Well, where I live (Vancouver) we've gotten snow in late October before, and I would suspect Seattle would be more or less the same, maybe just a week or two later.
What's the earliest time they can get snow in Seattle?
Normal date is December 20th. This is Accumulating snows of 0.1" or more.
Earliest was October 27, 1971
Latest was March 26, 1946
They may see "snow falling" more times than we think in November but you would have to look at the "Trace" reports to see it. Even if it didn't stick, its called a trace. Even if it stuck and melted.
I try to explain this every year (not to you) that its probably common to see "snow falling" in areas well before normal but because it didn't accumulate and on paper, we don't know it.
If Seattle is to see snow accumulating in November, this is the year for it. "Current" pattern suggests that is very possible!
