I can't say I find summer snow at 7000ft unusual, although I guess in Continental climates it might more unusual.

You normally have to go to 10k feet/3.3km or higher to see snow in July or August in that region

There is usually a light snowfall down to about 4500ft even during Jan/Feb and 7000ft would be very common.

Further south I've seen good falls down to 2000ft in summer.
