Don't think we can call it that since there isn't much warmth at the mountain levels. The flow is certainly downsloping but according to that 850mb image there's not a lot of warmth West of Billings. Looks like just the 850 level was mixing down there?

True, wow. Although it happens. And this isn't even a largely amplified pattern. When its amped the Ridge will be into Canada more and the trough south more so you'll find Canada with warmer temps than Florida or Caribbean too.
