I think the cool waters keep the regional surface temperature cooler, making the air more stable and preventing any convection. In a summer, a nearly permament high pressure system sits in the North Pacific at the latitude of Oregon, making the air sink.
As you can guess from the diagram, along the coast it's often blasted by wind from the north in the summer.
I think you're right. That cooler air stabilizes things more. Nice graphic that shows how storms would steer over top and around, missing the West coast... and good point about the north winds and sinking air.
For those not sure... rising air = convection/storms. Sinking air = dry/stable.
This was a sight for sore eyes. Man I miss snow. I had enough of severe warm season storms and it didn't even hit me yet. Should snow every month IMO so we don't have to deal with severe storms and images like we're seeing.

Severe storms continue tonight and tomorrow and moves East. Georgia/Atlanta under the gun tomorrow for Tornadoes! Even North Carolina Wednesday. Thunderstorms up into NJ.
