I believe that those winter averages are wrong, however; Oslo should have freezing highs at least in January and December, maybe in February too.

Considering the seasonal lag, I would think highs would be closer to 1C in December and closer to -1C in Jan and Feb. This is the case in Stockholm, and Oslo is usually a bit chillier.

There is not much difference. Who would manipulate the weather data?

A lot of people. The wikipedia boxes for Oslo and Stockholm have been vandalised at least some 100 times. And don't get me started on the Balkans...
