I don't get how the actual temperature is so different from the thermostat temperature. I guess what is happening is it's chilly right next to the A/C and it's set cold so the rest of the area gets a little cold. You have only room air conditioners in bedrooms?
I don't know too. Other rooms I know (car, clasroom, scouts basecamp, parents room, father's office, hotels etc) can get to the setting temp if the doosr/windows are closed, unless there're major issues
AC is normally set to either 75 or 77 in my house. Heat is at 72. But since I'm probably younger than most on the forum, It would be different when I have my own house (if alone).
I'd be most comfortable around 64 or 65 indoors, but I'd probably end up putting it a good bit higher to save $. Wouldn't be willing to go over 72 unless desperate though. For heat, I'd be willing to go to the mid 50's, I'd save during the winter so I could spend on AC .
In the summer here in south Texas where the humidity is high I keep my stat set at 78 daytime/74 night. When I visited my daughter in Idaho they are too warm at 70. Now there the humidity is very low. I really think humidity plays a big part in temperature settings. Since part of an a/c's job is to take out humidity it just doesn't work the same in different parts of the country. In winter months I keep it at 74 because it dries out my skin too much at a higher degree. However, at night I like it cooler so I put the stat on 70.
I now live with my son and let him regulate the air/heat. I am cold natured and he isn't so I just keep a small heater in my bedroom for the cooler months and dress accordingly. Again 70 degrees with little humidity is not the same as 70 with high humidity, so makes it hard to answer this question. LOL, I am never too hot!! :)

Used to do 82°F/27.8°C until my now fiance moved in with me and we got a pug (which is not a heat tolerant dog), so now we set the AC at 75°F/23.9°C
They always tell people to set their air conditioner to 78°F and their heater to 68°F to save energy. I set my heater at 68°F, but I set my air conditioner at 74°F, because anything higher than that inside a house starts to get uncomfortable for me. My monthly power bill always spikes above $100 in June, July, August and September, but it stays below $60 in every other month. The highest it's ever been for me in a month is $125, and the lowest it's ever been for me in a month is $35.
My PA apartment has no ceiling fan and we kept it at 75.
At home ceiling fans are in nearly every room but the kitchen and bathrooms. We used to keep it at 76/77 but we got new windows that are much better insulated. Now we can keep it at 78 during the day and it's still very comfortable and dry.
