It took me a while, but I figured it was in Texas (lots of small cities have at least one tall). With your clue (pop about 5,000) I started checking out google for cities that size. I went alphabetically. When I found it the big B on the building made sense. Thank goodness it was a B and not a S.

I think you're right, W-Town has a nice public square downtown and this looks like it upper left. (Was there in 2009, Fort Drum, ranges conference)

Couldn't find anything decent for this one, so I went with the next best thing: Google Earth 3D. I think they did a pretty decent job here.
