I don't know much about the military installation but I do know Frederick, Maryland, home of Aircraft Owners and Pilots Association (AOPA) of which I am a member. I was in Frederick in March regarding a notice of action for airspace I am working on for expansion as the local USAF rep and just got a rebuttal (again) from AOPA on Friday.

If you head east on US 40 from where I was billeted you get to that Y intersection. Fascinating buildings around downtown.
