The "official" U3 unemployment rate is a fairly useless statistic. I like to watch total employment vs the population. And that story still isn't very good. In fact, it hasn't improved one bit since the fall of 2009.

Yes, because a part time job will help pay the rent, buy groceries, pay utilities etc.
Based on your logic, if everyone in the country just had a part time job that means we should all be ok then. No a job is not a job.

The report is dated March, 1991 and covers the period of 1969-89.
