I may be moving to Phoenix and I hate long commutes. What is a close and safe area to rent a decent house under $1000 a month close to I-17 and W. Indian School Road? Buying @ $100,000 may also be an option if it's possible.

I would go east a bit, to at least 7th Ave, preferably further, maybe a little north. You will get into a better area, and the commute will not be bad at all.

I really can't, as I don't spend that much time around there, and not all the neighborhoods have names. Someone else may know some of those You can use a ZIP code map to help narrow choices if you are looking at home rental sites on the internet. Try 85013, 85014.

Stay East of I-17, and as stated above, maybe even 7th Ave.. I live at 7th St. and IS, and it has it's gritty element, but is super convenient. That is 85014, and rent is a bit on the high side for SFRs. I bought my small cottage on 7200 sf of land for 18,500 almost two years ago, and couldn't be happier with my investment. I was assigned to a charter school at 27th Ave. and IS for two semesters, and generally just walked the 3.2 miles for the exercise and that 41 bus is kind of a felon bus, anyway. 19th Ave. and IS is on the rough side, and as also stated above, if you could get two miles North, you would be in a prime investment area, along the Light Rail.

Lived in 85018 for a number of years. Finally had to get out due to the Phoenix Bird overflights (with spotlight) and general rise in crime stats. Moved to 85051 and found it to be heaven. It is farther north than what the OP might be looking for, but it was day vs night, moving from just east of I-17 and IS Rd.

#41 a felon bus? I rode it a few times and found it too crowded and noisy. Yeah, it's a rough ride .

Look for a house with opposite traffic flow. You want to go towards work when everyone else is going away, and away from work when everyone is going towards it.

Make sure you go east of 19th ave, at least. W of 19th ave is bad.

I would say farther east. I periodically buy gas at the Arco station near there, get a Big Gulp at the 7-11, or pick up an order from one of my vendors in the area, but it's a former working class area turned poor over the last 20 years.

Once you venture east on Indian School towards 7th Ave, maybe around 11th Ave you start transitioning into areas bordering the Central Corridor where there are more middle class apartments, high rise condos, and the progressive district where older housing has been rehabbed, lots of trendy little restaurants and bars, and it would probably be fairly well suited to what you are looking for lifestyle wise.

Maybe go south from 15th Ave and Indian School towards Mc Dowell, and east to 7th Street. And consider going north one mile towards Camelback. Realize that a few small areas in that stretch may be more expensive than you can afford, or maybe not quite what you are looking for. The area just north of Encanto Golf Course may have some scattered homes or duplexes that may suit your needs.

Once you drive around the areas I mentioned, you will get a good feel, and probably find something you'll be able to afford and be comfortable with.
