I don't mind such hugs from people I know and feel comfortable with. I've never been the recipient of those hugs - I guess me being 5'10 can be off putting. That, and I weigh more than 110 lbs
I am male, tall, and strong enough, but I don't think I have ever given this sort of hug. I thought it was something that only existed as depicted in slow motion in pharmaceutical commercials.

When you've been separated for a long time and the woman runs and the husband picks her up and swings her around, that's ok, but I don't think that is what OP is taking about.
You see a lot of lift hugs when a military troop gets back to the USA and the soldiers are greeting their wives for the first time in months.
It's for when you can't get close enough to someone you are strongly bonded to. Otherwise very inappropriate and most certainly not appropriate for a casual acquaintance.
Doesn't bother me at all, when that has happened to me it was because we were excited to see each other. I can understand if it is someone you don't know well, but if it is someone who loves you husband, boyfriend or son it isn't a big deal.
So, following the title, the hugger lifts the huggee of the ground.
In the video, I saw a young huggee taking a running leap at the hugger.
But going with the first sentence a few things come to mind to consider when executing (causing) the lift off.
Fist thing is, the lift off does involve some body parts touching.
The consider is it necessary, is it possible (height, weight), is it appropriate, is it legal, is it suit (law suit) worthy, will it break your back.
When in doubt about those, then....church hugs (sideways); handshake and big smile; handshake, smile and hand on shoulder/arm; or smile and hand on arm or shoulder.
How does the recipient know it's being "done in a lighthearted, playful manner."?
It's creepy AF in my opinion. Only thing worse is the creepy 'shoulder rub' guy.
Or the guy who squeezes you so tight that your boobs almost pop out your back, and that you have to practically... pry off with a crowbar.
