I can't say that area qualifies as most depressing, but those couple blocks are depressing. If you go a couple blocks over though the area is literally all brand new with 2/3 family middle class housing, new sidewalks, street lights, tree plantings, etc.
I'd say Mott Haven is the most depressing. Rehabilitated tenements with addicts all over the place. Everyone is nasty and the neighborhood is home to the poorest residents of NYC. You have housing projects for miles, and one of the worst crime rates in the city. There's nothing to do but to join the YB'z and YG'z gang with the homies.
Brownsville
East NY
Mott Haven
Castle Hill (Although I understand it's improving now)
The border of Canarsie & East Flatbush (industrial area by the Market)
Port Richmond
However in light of things, now the most depressing areas are the ones that were most affected by Superstorm Sandy.
