In some states a BMI of 25 qualifies - which really isn't all that heavy, at least for the US. I am sure there are lots of normal weight people eating a heavy mal and putting on a heavy sweater to tell themselves that they are over the 25 cutoff. Obesity does not qualify at all in RI, btw.

In Maine they are no longer even considering comorbidities, going with the conclusion that age is a far bigger risk factor than asthma, obesity or whatever.

No red tape as a lot of states allow self-attestation of co-morbidities (if you lie, I guess it might come back to haunt you years later when you try to get life insurance or ...). I think a 49 with cancer and diabetes is at much higher risk than a healthy and fit 51 year old...Or imagine you had a 19 year old diabetic son with leukemia. Would you feel comfortable leaving your kid to the very end of the line? I would not...

A lot of people with an actual BMI of 25 or higher won’t even look “overweight.” For instance, someone who is 5’11 and 180lbs has a BMI of 25.1 - technically overweight and would qualify in some states. Tyreek Hill, wide receiver for the Kansas City Chiefs, is 5’11, 185 lbs - overweight according to the CDC. So many people who legitimately qualify can probably skip the sweater and heavy meal.

Maybe I'm looking at this wrong, but at this point I think we should be more concerned about the people who are unwilling to get vaccinated.
