jm you have never even attempted to prove that I have misquoted or misinterpreted the law or court decisions. I know that many laws aren't being enforced, I've acknowledged that but as I've explained; there are a finite number of Police Officers and they can't do what you think they should be doing which is arresting people for very minor offenses like spitting on the sidewalk. Most of the 'quality of life' offenses require that a Police Officer witness the act but that would require posting a cop at every street corner 24/7 but even then there isn't room to keep them in jail. You can blow that off if you want, but it's the truth. If you doubt me ask your local neighborhood police resource officer.

You admit you don't know but you don't think many were picked up

A state, county, city sponsored environmental disaster the taxpayers must suffer and foot the bill while the vagrant wranglers cash in..sure, sure let the mentally ill and excons have their freeeeedoommmmm while they continue their life of crime..
straight from the LA Times of all places...

".. the rain’s side effects are less appealing.

“It was disgusting,” Fellers said of the mounds at Seal Beach. “It looked like a landfill.”

Some of the rubbish comes from as far as the foothills of the San Gabriel Mountains, 39 miles from the shore, Fellers said.

Much of it — such as grocery carts, couches and tarps — comes from the homeless population near Los Angeles and Orange counties’ riverbeds, he said."

"“On a summer day, you can come down there, and it’s a nice ocean beach,” he said. “It’s hard to imagine the contrast right now. If you looked at it now, you’d never want to go into the water again.”

Trash and debris have also sunk to the ocean floor, contributing to the poor water quality."

Yeah. It’s the homeless that are trashing the environment. Polluting oceans. Filling the air with emissions. Creating toxic landfills and ponds with their abundance of consumerism of new products and packaging. This despicable .002% of the population is dooming is all. Poison!

Civilized people and corporations don’t pollute!

logically looking at transient, drug addicted, mentally ill, can't take of themselves, homeless that made up that encampment. I'm gonna take a leap and assume most dogs weren't picked up.

Um: “leaping” isn’t “logically” ... for starters.

Second: did you read where I posted just above about studies on how those “transient, drug addicted, mentally ill,” who “can’t take care of themselves” DO take care of their pets?

yeah- but not much of a leap there-

This is a protected class of individuals with long histories of NOT taking good care of anything; they are outside for only one reason- to make money for the vagrant wranglers- otherwise they would be inside institutions- hello! This protected "vagrant class" doesn't have to license their so called pets or get them shots or even feed them well- vagrant money is drug and booze money- animal control just drives right by them as per the mandate...pets are maybe a way to help garner some additional panhandling money. Whats a vagrant gonna do when an innocent dog or cat gets sick ? tell a vagrant wrangler? What about the pestilence and diseases that pet laws are supposed to help prevent the spread of... that is only an issue if you are a taxpayer- the vagrants needn't consider that - they are doing just what they are being groomed for- the rest of us just have to deal with it. the license fees etc for the vagrants- they don't have any money remember?? No requirements for the vagrants- they are tired, they have been up all night etc...just leave them alone unless you have something to give them that will do them or the community absolutely no good. Just another reason WHY they are vagrants-

And can’t show the readers a single proof of “protected class” status ... nor back up that they don’t take better care of their pets than do many housed individuals ... as demonstrated in the study cited just a couple posts back.

She probably just wanted a safe place with lots of supervision and 24/7 guarded security, a place without drugs and crime, a place with strict rules where people can't just do whatever criminal nonsense, a place where she could be warm, fed and cared for without having to ride her bike around in whatever condition...died making money for the point in time count I guess-- initially mistaken for a man at the scene of her lonely demise.... more totally awful, preventable death.

Housed people don’t get killed riding bicycles? Only homeless people?

26 cyclists a year, killed ...
